How to choose
Does it file, or does it explain?
Some providers publish guidance on how to register and leave the filing with you. Others prepare and submit the application. Both are useful. They are not the same purchase, and a page that ranks for the category may be either.
How is the work counted?
A state can require one agency or several. Ask whether the price is per state or per agency, because a state with two payroll agencies costs twice as much under per-agency counting.
Who talks to your client?
If you are an accounting firm or a payroll provider, ask whether the provider contacts your client directly, markets to them afterwards, or stays behind you. Get the answer before you hand over a name.
Is advice included, and should it be?
A CPA or law firm can advise on your situation. A document preparation and filing service cannot and should not. Know which you are buying, and keep an accountant or attorney for the questions that need one.

What does a payroll tax registration service actually file?
It files the applications that open an employer's state tax accounts: an income tax withholding account with the revenue agency, and an unemployment insurance account with the labor or workforce agency. Some states add local or specialty accounts. The output is account numbers, contribution rates, and deposit schedules your payroll system needs.
Does it replace a payroll provider?
No. A payroll provider calculates and files your ongoing payroll. A registration service opens the state accounts that a payroll provider needs before it can run payroll in a new state. Most payroll platforms do not open those accounts for you. The two sit side by side.
Can an accounting firm outsource payroll tax registration without losing the client?
It depends on the provider, so ask directly. Some file under their own brand and market to the end client afterwards. Others work behind the firm and never contact the client. Regcrest LLC works behind the firm: you keep the client, and we do not email them.
