Payroll software will not open the withholding and unemployment accounts in the new state. Payroll already runs where you started, and this hire is the leftover: two accounts, often at two agencies, before the first pay run. We open them and hand the numbers to you. You keep the client. We never email them.

A payroll tax registration service opens the state tax accounts an employer needs before payroll can run in a new state. That usually means an income tax withholding account and an unemployment insurance account, often at two separate agencies. The service prepares each application, files it with the state, and returns the account numbers, rates, and deposit schedules.

Providers of this service include national compliance firms and boutique filing practices such as Regcrest LLC. What it is

Payroll tax registration services cover the state tax accounts a company needs before payroll can run in a state where it has just hired: an income tax withholding account, an unemployment insurance account, and sometimes local or specialty accounts. The payroll system you already use does not open them. Each state has its own agencies, forms, portals, and waiting periods.

If you run payroll without the right state accounts, the state can assess penalties and your payroll provider may not be able to file your returns. We get the accounts opened so payroll can run. For firms: you keep the client, we never email them, and we do not take over payroll.

Price and timeline. Flat fee $180 per state, plus any state registration fee passed through at cost. That price covers the payroll agencies in that state (withholding and unemployment where both apply). More than one state: send the list. Additional bundle discounts apply; we quote one flat total before you decide. We submit within 2 business days of receiving complete information.

If a filing gets rejected. If a state rejects something we prepared, we correct it and refile at no extra charge, and we handle the back-and-forth with the agency until the account is open. We do not cover state penalties or interest. Those are calculated from dates and payroll data that sit with you and the agency, not with us.

One state usually means two accounts, and sometimes three layers.

Most states want a withholding account with the revenue department and an unemployment account with the labor department, registered separately even when one application starts both. Pennsylvania adds a third layer underneath: employers with worksites there also withhold local Earned Income Tax and Local Services Tax, remitted to local collectors and not to the state. Washington goes the other way and runs three accounts across three agencies from one Business Licensing Service application. In states that do not withhold state income tax from wages, the unemployment account is the whole payroll registration.

The deadline is tied to your first payroll, not your start date.

California requires registration within 15 days of paying more than $100 in wages in a calendar quarter. That is a threshold most employers cross on their first pay run, which means the registration window opens and starts closing on the same day the first payroll goes out. Registering after the fact is possible everywhere and clean nowhere.

A combined registration does not mean a combined anything else.

Colorado registers you for Department of Revenue wage withholding and Department of Labor and Employment unemployment insurance with a single MyBizColorado application, and adds FAMLI paid family and medical leave as a third account. New York goes further and collects withholding and unemployment on one combined quarterly return, the NYS-45, while the registration itself sits with the Department of Labor. The account number is not your EIN, and the difference matters.

Pennsylvania's employer withholding account identification number is eight digits, and the department lists it separately from the nine digit federal EIN and the 10 digit Revenue ID. The unemployment compensation account number is separate again. Arizona issues an eight digit unemployment insurance employer account number through the Department of Economic Security. Payroll software that asks for one and receives another fails quietly, usually at the worst moment.

The first pay date is the real deadline, whatever the state says.

An unregistered employer cannot remit withholding correctly or file the first quarterly report, so the practical deadline is the first pay date rather than the statutory window. That is why this work tends to arrive urgently. A business that has just hired in a new state usually discovers the requirement about a week before it needs the account numbers.

Registering is the easy half. Knowing which accounts you need is the hard half.

The number of accounts, the agencies involved, the thresholds that trigger them, and the additional programs some states run for disability or paid family leave all vary by state and by headcount. Getting the list right before anything is filed is what prevents the second round of registrations three months later, and it is most of what you are paying for.

What accounts do I need when I hire in a new state?

Most states require an income tax withholding account and an unemployment insurance account. Some states have additional accounts, such as local taxes or paid leave programs. We confirm exactly what your situation triggers in that state before you pay.

Why does my payroll provider need these account numbers?

Payroll providers file your state payroll tax returns under your account numbers. Without them, your filings can be held or rejected and payments cannot be applied to your account.

Can a CPA or payroll company hire you to do this for their clients?

Yes, and it is most of what we do. You keep the client. We never email them. Send us the state and the first pay date, we open the withholding and unemployment accounts the existing payroll setup did not, and the account numbers come back to you. We do not take over payroll, and we do not decide nexus, employee versus contractor, or reciprocity.
