Washington · Payroll registration
Washington payroll tax registration, done for you.
Washington has no state income tax, so there is no withholding account to open. It also does something unusual: registering with the Department of Revenue through the Business Licensing Service is what opens your unemployment account at Employment Security and your workers' compensation account at Labor and Industries.
Who you are dealing with
Washington Department of Revenue
- Handles:
- Business licence and the excise tax account, and the registration that triggers the other two
- System:
- Business Licensing Service
- Form:
- The Business Licensing Service application. Revenue notifies Labor and Industries and Employment Security to open the corresponding accounts
Washington Employment Security Department
- Handles:
- Unemployment insurance and Paid Family and Medical Leave
- System:
- Employer Account Management Services
- Form:
- Opened from the Business Licensing Service application rather than by separate registration
Washington Department of Labor and Industries
- Handles:
- Workers' compensation account
- System:
- L&I employer account
- Form:
- Opened from the same Business Licensing Service application
State fee. Washington charges a business licence fee through the Business Licensing Service, which we pass through at cost and show as a separate line before you pay. There is no separate fee for the unemployment or workers' compensation accounts.
When you have to register
You register before hiring in Washington. Because one application drives three accounts, the sequencing matters more here than the deadline does. Starting at Employment Security or Labor and Industries rather than at the Business Licensing Service is the common wrong turn.
What comes next
Not applicable to a registration. Worth knowing that Washington works the same way on the way out: Revenue shares your closure information with Business Licensing, Employment Security, and Labor and Industries, so the department is the hub at both ends.
How long it takes
Washington does not publish a turnaround we could confirm from the agency, so we do not quote one. What we can say is the sequence: the Business Licensing Service application goes first, and the Employment Security and Labor and Industries account details follow from it.
What we do
We work out exactly which accounts you need, prepare and submit each registration, and hand you the account numbers, rates, and deposit schedules your payroll system asks for. One flat price per account, and any state fee passed through at cost.
What makes Washington harder than average
- Workers' compensation is a state account here, not an insurance policy you buy. Labor and Industries runs it, which surprises employers used to states where workers' compensation is arranged through a private carrier. It arrives as part of the same registration.
- Three accounts, one application, and the order matters. The Business Licensing Service application is the entry point, and Revenue is what tells the other two agencies. Applying directly to Employment Security first does not start the chain.
- No withholding account is correct, not a gap. Payroll software fields asking for a Washington state withholding ID have no answer, because Washington does not tax wages. That is the right answer rather than something missing.
- Paid Family and Medical Leave rides with unemployment. Employment Security handles both, so the account covers more than the unemployment insurance an employer might be expecting.
Questions and answers
Do I need a Washington withholding account?
No. Washington has no state income tax on wages, so there is no withholding account. Payroll here means unemployment insurance and Paid Family and Medical Leave at Employment Security, plus workers' compensation at Labor and Industries.
Do I apply to each agency separately?
No, and this is what makes Washington unusual. The Business Licensing Service application with the Department of Revenue is the entry point, and Revenue notifies Labor and Industries and Employment Security to open the corresponding accounts.
Is workers' compensation really a state account?
In Washington, yes. Labor and Industries administers it directly rather than it being a policy bought from a private carrier, and it comes out of the same registration.
Is there a fee?
There is a business licence fee through the Business Licensing Service. We pass it through at cost and show it as its own line before you pay. The unemployment and workers' compensation accounts carry no separate registration fee.
What do you need from me to start?
The legal name and FEIN, entity type, Washington locations, the nature of the work your employees will do, since that affects the Labor and Industries classification, and your expected first hire date.
