When you have to register

Register before making taxable retail sales in Washington. There is no state income tax, so there is no withholding account, but there is a Business and Occupation tax on gross receipts that has no equivalent in most states.

What makes Washington harder than average

  • Business and Occupation tax surprises people. Washington taxes gross receipts as well as retail sales, and both are reported on the same combined excise tax return. A business budgeting only for sales tax has missed half the picture.
  • The licence carries a fee where most sales permits do not. It is a licence rather than a permit, and it is priced accordingly.
  • Revenue is the hub, so start there. Applying directly to Employment Security or Labor and Industries first does not begin the chain. The Business Licensing Service application is the entry point in both directions.
  • Records for five years. Washington asks businesses to keep records for five years after closing, which is longer than most people plan for.
