Unemployment insurance coverage is required once you have one or more employees for 20 or more weeks in a calendar year, or pay $1,500 in wages during a calendar quarter. Either test on its own is enough. Withholding registration is required of every new employer regardless.

Not applicable to a registration. Worth knowing that North Carolina is asymmetric: one NC-BN later closes several Department of Revenue accounts at once, but it does not reach Employment Security, and dissolving the company reaches neither.

What makes North Carolina harder than average

  • The credentials arrive as two separate letters. NCSUITS approval produces a seven digit Employer Account Number in one piece of post and a six digit PIN in another. Both are needed to file, they do not arrive together, and losing one means a replacement request rather than a lookup.
  • Two agencies at registration and asymmetric at closure. Revenue and Employment Security both need registering. Later, one NC-BN closes multiple Revenue accounts but leaves Employment Security untouched, so the exit does not mirror the entry.
  • The same two liability tests as Texas and Georgia. One or more employees for 20 or more weeks in a calendar year, or $1,500 in a calendar quarter. Three states, one shared test, three completely different systems behind it.
  • The withholding requirement is not threshold based. Every new North Carolina employer files the NC-BR, whether or not the unemployment thresholds are met. Those are separate questions and businesses often assume one answer covers both.
