When you have to register
A Certificate of Registration is required before you sell taxable goods or services and collect sales tax. It is a prerequisite rather than a filing deadline, so the online route matters when the first sale is close.
What comes next
Not applicable to a registration. North Carolina is unusually symmetrical: the NC-BR opens sales tax and withholding together, and later the NC-BN closes several Department of Revenue accounts together. Neither reaches the Division of Employment Security, and dissolving the company reaches none of them.
