Ohio payroll tax registration, done for you.

All employers required to withhold Ohio income taxes must register within 15 days of when that liability begins, and the same 15 days applies to the final reconciliation when you close. When you have to register

Registration is required within 15 days of when the withholding liability begins, not within 15 days of your first pay run necessarily, and the statute behind it is ORC 5747.07 with OAC 5703-7-15. Unemployment liability with Job and Family Services is a separate determination made on the JFS-20100.

What comes next

Not applicable to a registration, but the symmetry is worth planning for. The IT 941 annual reconciliation is due by 31 January of the following year, or no later than 15 days after the business is discontinued. Ohio measures both ends of the relationship in 15 day increments.

Ohio does not publish a registration turnaround we could confirm. What it publishes is the deadline running against you, which is 15 days from when withholding liability begins. Registering online through OH|TAX eServices needs only three pieces of information, so there is little reason to be late.

What makes Ohio harder than average

  • Fifteen days from when liability begins, and 15 days again at the end. Ohio is unusually consistent about this number and unusually short with it. Most states give you 30 days at one end and nothing published at the other.
  • School district income tax is a real second layer. Ohio employees living in a taxing school district have that tax withheld too, reported on the SD 101 during the year. It is Ohio's equivalent of Pennsylvania's local Earned Income Tax, and it depends on where the employee lives rather than where they work.
  • Two agencies, and only one of them is Taxation. Withholding and school district tax are the Department of Taxation. Unemployment is Job and Family Services in ERIC. Registering with one does nothing at the other.
  • Registration is easy and the obligations are not. Three fields open the account. What follows is periodic withholding filings, the annual IT 941, W-2 submission, and potentially school district returns, each on its own schedule.

How long do I have to register in Ohio?

What is school district income tax and does it apply to me?

Ohio employees who live in a taxing school district have that tax withheld in addition to state withholding, reported on the SD 101. It depends on where the employee lives rather than where they work, which is why it gets missed. Whether a particular employee triggers it is a question we can check for you.

Does registering for withholding cover unemployment?

No. Unemployment insurance is the Department of Job and Family Services, registered separately in ERIC or by posting the JFS-20100. The Department of Taxation registration does not reach it.

What happens at the other end?

The same 15 days. The IT 941 annual reconciliation is due by 31 January of the following year, or no later than 15 days after the business is discontinued, along with W-2 information.
