There is a widely repeated claim that Maryland's Combined Registration Application opens your withholding and unemployment accounts at once. When you have to register
The withholding account is needed where you pay salaries, wages, or compensation to employees. Several widely circulated guides state a deadline of 20 days after the first day of business. We could not confirm that from Maryland itself, so we do not repeat it. Register before the first payroll and the question does not arise.
What comes next
Not applicable to a registration. Worth knowing the exit now: withholding closes with Form MW506FR filed alongside the final return, and if you file electronically the MW506FR has to be posted separately. Unemployment is inactivated inside BEACON. Two agencies at both ends.
How long it takes
Maryland does not publish a registration turnaround we could confirm from the agency. Filing through Maryland Tax Connect or Business Express gives you a record where the paper route to the Revenue Administration Center in Annapolis does not.

What makes Maryland harder than average
- The most repeated fact about Maryland registration appears to be wrong. Multiple guides say the Combined Registration Application registers withholding and unemployment simultaneously. Maryland Business Express states that unemployment insurance is applied for through the Maryland Department of Labor rather than on the CRA. An employer who files the CRA and stops has a withholding account and no unemployment account.
- Combined does not mean complete. The CRA genuinely does combine several Comptroller accounts, sales and use, withholding, and others, which is why the name misleads. It combines what the Comptroller administers, not everything Maryland requires.
- Two agencies at both ends. Registration is Comptroller plus Department of Labor. Closure is MW506FR with the Comptroller plus an inactivation in BEACON. Maryland never merges the two sides.
- There are three ways in and they are not equivalent. Maryland Business Express for new businesses, Maryland Tax Connect for new or existing, and appointments or 1-800-MDTAXES if you need a person. Only the online routes leave you a record.
Questions and answers
Does the Combined Registration Application cover unemployment insurance?
Maryland Business Express says no. The CRA covers the employer withholding account, and unemployment insurance is applied for through the Maryland Department of Labor separately. A good deal of published guidance says otherwise, which is why employers end up with one account rather than two.
What does the CRA actually combine then?
The accounts the Comptroller administers, which can include sales and use tax and employer withholding among others. It is combined across the Comptroller's own tax types, not across Maryland agencies.
Is there a deadline?
Several guides state 20 days after the first day of business. We could not confirm that from Maryland's own material, so we will not state it as fact. In practice you need the accounts before the first payroll regardless, which is the earlier and more useful deadline.
How do I register?
New businesses can file the CRA through Maryland Business Express. New or existing businesses can use Maryland Tax Connect. There are also in-person and virtual appointments at Comptroller offices, and 1-800-MDTAXES. Unemployment goes to the Department of Labor separately.
