Wisconsin · Payroll registration
Wisconsin payroll tax registration, done for you.
Two agencies, and one detail that makes Wisconsin easier to hand off than most. The Department of Workforce Development's New Employer Registration is explicitly an application for employers or their representatives, so we can register on your behalf rather than talking you through your own screen.

State fee. $0 to register with either agency. Our flat fee covers preparing and filing each registration.
When you have to register
Register before the first Wisconsin payroll. Workforce Development sets out how liability is determined in its Handbook for Employers rather than as a single headline threshold, so whether and when you are liable is a determination rather than a number to watch.
What comes next
Not applicable to a registration. Worth knowing the exit, because Wisconsin is unusual at both ends: withholding and unemployment accounts can both be closed on the final return, and an abandoned unemployment account is closed by the state itself after three years of quarterly report forms.
How long it takes
Wisconsin does not publish a turnaround we could confirm from either agency, so we do not quote one. Several commercial guides state specific timings and we have not been able to verify them.
What we do
We work out exactly which accounts you need, prepare and submit each registration, and hand you the account numbers, rates, and deposit schedules your payroll system asks for. One flat price per account, and any state fee passed through at cost.
What makes Wisconsin harder than average
- Liability is a determination, not a threshold. Workforce Development points you to the Handbook for Employers for how liability is decided rather than publishing a single wage figure the way Texas or Illinois do. That makes it harder to self-assess and easier to get wrong in either direction.
- Two agencies with no shared entry point. Revenue's Business Tax Registration opens withholding. Workforce Development's New Employer Registration opens unemployment. Neither one starts the other.
- The gentleness is a trap at the other end. Wisconsin will not aggressively bill a dormant account, and it eventually closes an abandoned unemployment account itself after three years. Nothing forces the issue, so accounts sit open collecting quarterly filing obligations.
- A seller's permit is not transferable if you also sell. Wisconsin treats the sales side separately and a buyer cannot inherit your permit, which matters if the business is ever sold.
Questions and answers
Can you register on my behalf in Wisconsin?
Yes. Workforce Development's New Employer Registration is described as an application for employers or their representatives, so we can complete it for you. Not every state allows that, and Connecticut in particular does not allow a third party to close an account later.
What makes me liable for Wisconsin unemployment tax?
Workforce Development sets out how liability is determined in its Handbook for Employers rather than publishing one headline wage threshold. Tell us your payroll pattern and we will work through it with you.
How long does registration take?
Wisconsin does not publish a turnaround we could verify with either agency. Several commercial guides quote specific timings and we have not been able to confirm them, so we will not repeat them.
Does one registration cover both accounts?
No. Business Tax Registration with Revenue opens withholding, and New Employer Registration with Workforce Development opens unemployment. They are separate systems.
What do you need from me to start?
The legal name and FEIN, entity type, Wisconsin work locations, your first payroll date and expected payroll pattern, and whether you also sell taxable goods and need a seller's permit.
