Most employers cross that threshold on their first pay run, so the window opens and starts closing on the same day. It is a quarterly threshold rather than an annual one, which catches seasonal and one-off employers.

Not applicable to a registration, but worth knowing what comes next: once the account exists you file the DE 9 and DE 9C each quarter, and if you later close, the final versions of both are due within 10 days of the last wage paid rather than on the normal schedule.

What makes California harder than average
- Two clocks running against each other. You have 15 days to register and the EDD can take ten business days to issue the number. Leaving the registration until day fourteen means the account number arrives well after the payroll it was needed for.
- One account is the good news, and it is genuinely unusual. California puts Personal Income Tax withholding, Unemployment Insurance, Employment Training Tax, and State Disability Insurance in a single EDD employer payroll tax account. Most states split withholding and unemployment across two departments.
- The number has its own name and format. You get an eight digit employer payroll tax account number formatted like 000-0000-0, also called a SEIN or State ID number. It is not your FEIN, and payroll software given the wrong one fails without a useful error.
- The threshold is quarterly and low. More than $100 in wages in a calendar quarter is not much. A business that takes on one part-time person for a few weeks is inside the requirement, which surprises people who assume there is a meaningful minimum.
