When you have to close
Going out of business or permanently ceasing to pay wages. Connecticut's instruction is to notify Revenue Services immediately by electronically filing Form CT-941 for the current quarter, so the notification and a return are the same act.
Final returns come first
Three things, not one. File CT-941 for the current quarter, file Form CT-W3, the Connecticut Annual Reconciliation of Withholding, and issue Forms W-2 to all employees while submitting copies to Revenue Services. All returns must be filed up to the closing date, so a gap anywhere in the year has to be filled before the account closes cleanly.
How long it takes
Connecticut does not publish a processing time. What it publishes instead is the word immediately, which is unusual. The obligation is on the speed of your notice rather than on the state's speed in acting on it.

What makes Connecticut harder than average
- Immediately is the actual instruction. Most states give 10, 15, or 30 days. Connecticut says notify Revenue Services immediately when you go out of business or permanently stop paying wages, which leaves no comfortable reading.
- The notification is a return. You notify by electronically filing CT-941 for the current quarter, so if you were expecting a form called something like Notice of Closure, there is not one. The quarterly reconciliation does that job.
- The annual reconciliation still comes due. CT-W3 and the W-2s are separate from CT-941 and separate from closing the account in myconneCT. Businesses that file the quarterly and close the account in the portal frequently stop there.
- Returns are owed up to the closing date, with no gaps. If a quarter earlier in the year was missed, it has to be filed before the closure is clean, and Connecticut states the requirement plainly rather than discovering it later.
