Arizona · Resale certificates
Arizona resale certificate, Form 5000A, done for you.
Arizona's resale certificate is Form 5000A, prescribed under A.R.S. section 42-5022. The purchaser fills it out completely and furnishes it to the vendor, who retains it. Nothing goes to the Department of Revenue. The certificate documents purchases of tangible personal property for resale in the ordinary course of business, and a wholesaler needs a TPT license or another state's sales tax license behind it.

It goes to the agency named above, through the system listed beside it. We prepare it, file it, and send you the written confirmation.
State fee. $0 for the certificate itself; it is a form, not a filing. The TPT license behind it has its own registration and any license fee is covered on the Arizona sales tax registration page.
Our fee. $180 per state, flat. State fees are passed through at cost.
When you issue a certificate
You need a 5000A when an Arizona supplier asks for documentation to sell you inventory without transaction privilege tax. The form's stated purpose is to document the purchase of tangible personal property for resale in the purchaser's regular course of business, and wholesalers must hold a TPT or other state's sales tax license to use it. Whether a purchase qualifies as resale is a determination for your CPA.
What comes next
Not applicable. Nothing is filed with the state. What matters instead is the period: each certificate states its own validity dates, so calendar the renewal or a supplier quietly starts charging tax when the old one lapses.
How long it takes
There is no state processing and nothing to wait on. The certificate is effective between the parties once completed and furnished. The TPT license it rests on is the part with lead time, and that is a registration job.
What we do
We confirm what this state requires, prepare the certificate or the application at your direction, and deliver the finished document. We do not tell you a purchase is nontaxable. We do not register a payroll account. You keep the client. We never email them.
What makes Arizona harder than average
- The certificate has a built-in clock. The form requires specific validity dates, encourages not exceeding 12 months, and allows good-faith acceptance up to 48 months only when the vendor separately documents that the TPT license is valid for each calendar year covered. Most businesses learn this when a certificate quietly expires.
- A wholesaler cannot use it without a license behind it: a TPT license or another state's sales tax license. The certificate is documentation, not a substitute for registering.
- Certain buyers are excepted from the license requirement, including the U.S. government, unlicensed Arizona school districts, and certain nonprofit categories the form lists. Reading the exceptions wrong in either direction produces a defective certificate.
- Because the vendor retains it and the state never sees it, a defect surfaces only in an audit, when the purchase price has long since been booked without tax.
How Arizona compares
Whether a state issues the certificate or has you prepare it decides everything about the paperwork. The guide sets Arizona beside the other documented states.
Questions and answers
What is Arizona Form 5000A?
The Arizona Resale Certificate, prescribed by the Department of Revenue under A.R.S. section 42-5022. It documents purchases of tangible personal property for resale in the purchaser's regular course of business. The purchaser completes it and furnishes it to the vendor, who retains it.
Do I file Form 5000A with the Arizona Department of Revenue?
No. The form's own instructions say it is filled out by the purchaser, furnished to the vendor, and retained by the vendor. Nothing is submitted to the state, so the completed certificate is itself the evidence.
Do I need a TPT license to use an Arizona resale certificate?
Wholesalers must have a transaction privilege tax license or another state's sales tax license to purchase for resale, per the form itself. The form lists narrow exceptions, including the U.S. government and certain nonprofits. If you need the TPT license, that is the sales tax registration service.
How long is an Arizona resale certificate valid?
For the period the certificate itself states. The form asks for specific dates, encourages a period of no more than 12 months, and permits vendor good-faith acceptance up to 48 months when the vendor documents that the TPT license is valid for each year covered. There is also a single-transaction option.
What do you need from me to start?
The business legal name and address, your TPT license number or the other state's license you are relying on, the vendors who need certificates, the property you buy for resale, and the validity period you want. We prepare the certificates at your direction; whether a purchase qualifies is your CPA's call.
