Arizona is one of the few states where leaving a licence open has a recurring price attached. A transaction privilege tax licence renews, so a business that closed and never cancelled can face renewal fees and penalties on a licence it is not using. Cancelling costs nothing.

When you have to close
You cancel when the business closes. Arizona puts this as an obligation rather than an option: you must cancel the licence if you are closing, or you may face penalties and renewal fees. The cancel effective date is what determines your last reporting period.
Final returns come first
One of the three cancellation routes is the final return itself, with the FINAL RETURN (Cancel License) box ticked. That is the tidiest option, because the last return and the cancellation happen in one act rather than two.
How long it takes
Arizona does not publish a turnaround. AZTaxes is described as the fastest of the three routes, and it gives you a record where the paper update form does not.

What makes Arizona harder than average
- The licence renews, so doing nothing costs money. This is the real difference between Arizona and most states. Elsewhere a dormant registration generates notices. Here it can generate renewal fees and penalties, and Arizona says so plainly.
- Three routes and no wrong answer, which is its own problem. AZTaxes, the final return checkbox, and the Business Account Update form all work. People start one, get interrupted, and later assume a different one covered it.
- The AZTaxes path is not where you would look. You click View in the Actions column next to the business, then Account Update, then a close account tab. It is three clicks deep and not labelled as a closure until the last one.
- Reinstating is free too, which sounds reassuring and is not the point. The absence of a reinstatement fee does not undo penalties accrued while the licence sat open, so cancelling promptly is still the cheaper path.
- Arizona's payroll side runs on a completely different clock. Withholding cancels via a checkbox on the final return and the unemployment termination is only accepted between 1 January and 31 March. Nothing about the TPT process tells you that.
