When you have to close
You act when the last Massachusetts employee leaves, not when the entity dissolves. Waiting for dissolution is what runs up the reporting obligations and fees on an account that has nothing to report.
Final returns come first
Bring the withholding filings current and cancel the registration, either through MassTaxConnect or on Form AI-1. Form AI-1 can close the business as a whole or only named registrations, so a business keeping one tax type open has to say which.
How long it takes
Massachusetts does not publish a processing time for either action. The MassTaxConnect route gives you an immediate record, which Form AI-1 does not, so we use it where possible.

What makes Massachusetts harder than average

- Form AI-1 does two different jobs. It closes the business as a whole, or it closes specific registrations. If you are ending payroll but keeping another tax type, the difference matters and it is on you to specify.
Questions and answers
My last employee left months ago. Why am I still being charged?
Because the unemployment account is still open. Massachusetts states that an open account continues to generate reporting obligations and fees after your last employee is gone. The charges stop when the account is suspended, not when the employee leaves.
There is no Close option in the unemployment portal.
It is called Suspend. In Unemployment Services for Employers, choose Account Maintenance and then Suspend Employer Account. That is the right action despite the wording.
Do I use MassTaxConnect or Form AI-1?
Either works for the Department of Revenue side. MassTaxConnect is faster and leaves you a record. Form AI-1 is the route if you cannot get into the portal.
Does closing with Revenue close the unemployment account?
No. They are separate agencies on separate systems and neither one tells the other. Both have to be done.
