When you have to register

Register before making taxable sales in Tennessee. If you also have employees, that is a separate agency entirely: the Department of Labor and Workforce Development handles unemployment, and there is no withholding account to open.

What comes next

Not applicable to a registration. For later, TNTAP's closure flow asks whether you are closing all locations, so a multi-location business needs to answer that carefully. Paper filers tick Final Return on the last return instead.

How long it takes

Tennessee does not publish a turnaround we could confirm. TNTAP is the route for registration and for everything afterwards, so having the account set up properly matters more than the first-day speed.

What makes Tennessee harder than average

  • No withholding account means no second prompt. In most states a payroll registration reminds you that other accounts exist. Tennessee has no wage withholding, so the sales account can sit unnoticed in either direction, unregistered or unclosed.
  • Everything hides behind Additional Actions. TNTAP puts account maintenance behind a link on the Summary tab rather than in a settings menu. People conclude the portal cannot do what they need.
  • The system moved recently on the payroll side. TNPAWS and Third Party Upload stopped operating on 2 May 2025, with filings moving to Employer e-Services on jobs4TN.gov. A lot of Tennessee guidance is still out of date, so check dates on anything you read.
  • All locations or some is a real question. TNTAP asks it at closure, and a multi-location business that answers casually can end the whole registration.

Questions and answers

Do I need a Tennessee withholding account too?

No. Tennessee does not tax wages, so there is no state wage withholding account. If you have employees, unemployment is handled by the Department of Labor and Workforce Development, separately from Revenue.

Is there a fee to register?

No. Tennessee does not charge to register a sales and use tax account.

Where is account maintenance in TNTAP?

Behind the Additional Actions link next to the account on the Summary tab, rather than in a settings area. That is also where closure lives.

I read that I should use TNPAWS. Is that right?

Not any more, and that is the payroll side rather than sales tax. TNPAWS and Third Party Upload stopped operating on 2 May 2025 and those functions moved to Employer e-Services on jobs4TN.gov. Plenty of published guidance has not caught up.
